The green plan that could freeze your bank account
Why “15-minute cities” may not be as safe as they sound

Good morning friends,
Imagine this: your bank sends you a text saying your carbon limits have been reached-and your funds are frozen.

Sounds extreme? It’s not. The framework is already here.
What is C40?
C40 Cities is a global network of nearly 100 mayors from the world’s leading cities, backed by the World Economic Forum.

On the surface, it looks positive: 15-minute cities where everything you need is within walking distance.
But behind the promise lies control.
Examples already in play
Oxford’s 2023 low-emission zones fined drivers £70 for using gas cars.
Paris banned cars from neighbourhoods and is aiming for 100% bikeable streets by 2026.
New York shifted school lunches to plant-based options, in line with C40’s 2019 report.
The carbon tracking system
MasterCard tested a carbon calculator in 2024, tracking the emissions of every purchase.
Buy petrol? Your score rises.
Buy steak? Your score rises.
The WEF’s 2023 report outlined the next step: carbon allowances. If you exceed them, your account could be locked-similar to China’s social credit system.
Why it matters for you
It doesn’t start with frozen accounts.
It starts with bike lanes, fines, and limits. Slowly, freedoms shrink.
